Mike has been with the State of Kentucky in the Finance and Administration Cabinet’s Office of Procurement Services (OPS) since April 2000. During this time he has had the responsibility of creating and administering the Master Agreement Contracts for many of the transportation related items - Fleet vehicles, School Buses, tires, tractors, mowers, backhoes, all terrain vehicles, boats, aircraft, Fleet fuel, diesel and propane fuels. Most recently Mike has been the subject matter expert on all types of insurance, advertising and marketing, office supplies, and public safety and law enforcement items. He has worked with many State Agency representatives in the development of Request for Bids / Proposals resulting in Contracts and Master Agreement contracts for their use as well as for the use of many of the other State Agencies, local governments (cities and counties), schools, and universities.
In addition to Mike’s procurement-related experience, he has had management supervisory experience. His supervisory responsibility and accountability was for various size US Army units (35 person platoon and a 150 person battery / company) as well as for office staff management in logistical and supply-related active and reserve-duty offices. Mike served as an Instructor for 6 years in the Command and General Staff College (CGSC) and taught various strategic and logistical courses to military personnel.
Mike has also served as supervisor for the procurement office / warehouse in an automotive Tier 1 parts supplier to insure that the procurement and warehousing activities were accomplished in a timely manner.
Mike received his Certified Public Procurement Officer (CPPO) certification in November 2008 and his Certified Professional Public Buyer (CPPB) certification in April 2002. Mike has been an NIGP Instructor since 2009. He also serves as a member of the Kentucky Public Procurement Association (KPPA) Board of Directors and is currently the Chapter Vice President.
