Leyla Khalife is an accomplished public procurement leader with more than 20 years of experience in procurement, contract management, and program oversight across municipal, federal, and international organizations. She currently serves as a Procurement Supervisor for the City of Austin, overseeing Emergency Purchasing, Procurement Programs, staff development, and procurement operations.
Throughout her career, Leyla has managed large portfolios of high‑value contracts, led multi‑disciplinary teams, and strengthened procurement governance through policy development, process improvements, and staff training.
Her career includes leadership roles with the City of Austin, the New York City Housing Authority, and World Bank–funded programs, where she managed multi‑million‑dollar procurements and mentored procurement teams.
Leyla holds an MBA and globally recognized certifications including PMP®, CIPS, and NIGP‑CPP. She is committed to advancing efficient, ethical, and transparent public procurement practices.
