Authored second edition of "Contracting for Services in State and Local Government Agencies" was updated to incorporate the findings from a 2015 nation-wide research project (a follow-up to the 2006 research project) to identify "Best Practices" in state and local government. The publishing of the best practices is intended to permit state and local government procurement professionals to emulate the performance of leading government contracting agencies. The contracting tools provided include a best practices contract, request for proposals, contract terms and conditions, process for detecting contractors' schedule and cost problems, and numerous other tools. During the research it was discovered that two of the formulas used by most state and local government agencies to weigh proposal evaluation scores were flawed. Use of the anomalous formulas could result in selection of other than the contractor submitting the "best value" proposal. Corrected formulas were developed and proof of the anomalies of existing formulas and proof of the accuracy of the newly developed formulas are presented.
