Bio

David Musgrave joined the Colorado Department of Personnel & Administration (DPA) as the Equity Manager of Supplier Diversity in January of 2024. David and his team are responsible for the Colorado Supplier Diversity and Bond Assistance Programs. They work to engage small and diverse suppliers who have been historically underutilized in State procurement. 

In January of 2016 David worked at the Colorado Department of Transportation’s (CDOT) Center for Procurement and Contract Services as the Vendor Outreach Administrator and Purchasing Agent. David facilitated larger dollar purchases for goods and services and coordinated The Center’s supplier outreach activities. David is the Chair Emeritus of The Opportunity Council and is Past President (2023) of the Rocky Mountain Governmental Purchasing Association (RMGPA).

Working previously as the Supplier Diversity Liaison and Program Manager for the State Purchasing & Contracts Office, DPA, David created and maintained a successful vendor outreach program, ACCESSColorado.  The program demystified the State's procurement process and served as a centralized place for everything businesses needed to be successful to compete for government business. During David’s tenure, any business - regardless of size or ownership, was provided access to Colorado's State procurement. As a result, competition was increased, buyers had more options and the State received better value, benefiting all Colorado residents. David served on the Advisory Board for the Minority Business Office and the Greening Government Leadership Council. 

David previously supported the local business community through his tenure as Vice President of Membership at the Denver Hispanic Chamber of Commerce. He worked as a Safety and Human Resource Manager for a growing trucking company where he launched an effective safety program and worked with management to develop and implement effective policies and procedures. In Monterrey Mexico, David worked for a manufacturer of pipe fittings and served as the main point of contact between customers (U.S. and Canada) and the plant.   

David is a Colorado native who learned Spanish while living in Venezuela. He is an expert at developing programs, and building relationships, and is a skilled professional in organizational development and management. David holds a Bachelor of Science degree in Business Management from the University of Phoenix.
