Rhonda Ulmer retired as Procurement Manager for the City of Casselberry. She has over thirty years’ experience working in both private and public sector procurement. She began her purchasing career in 1973 managing contracts for the Trident Missile Program for General Dynamics Corporation. Her passion for procurement grew as she entered the public sector and gained experience from city, county, school board and higher education.
She earned her B.A. Degree from the University of Central Florida and aspired to growth professionally with certifications. Currently a lifetime Certified Purchasing Manager and a Certified Public Procurement Officer (1994). Certified Negotiator (2012).
She received the FAPPO Distinguished Service Award in 2008; Served as President of the Florida Association of Public Purchasing Officers (2000); and was President of the Central Florida Chapter of NIGP.
Rhonda supported a number of professional organizations, through speaking and working on various committees. She has served on the Governor’s Task Force to assist in rewriting the Auditor selection procedures; NIGP Research Committee and instrumental in the vision for creation of a set of comprehensive principles, standards and procedures, (NIGP’s Values and Guiding Principles); as well as serving on the UPPCC Board of Examiners.
Rhonda's hobbies include boating, biking, skiing and traveling.
