Barb is the former Agency Procurement Officer for the Ohio Department of Rehabilitation and Correction. Prior to this position Barb served as the Manager of Contract and Procurement Administration for the Columbus Regional Airport Authority in Ohio where she implemented many strategic improvements. Barb led the implementation of the City’s first electronic procurement system during her tenure as the Procurement Manager of the City of Columbus.
Barb instructs classes, seminars and workshops on topics such as leadership and management, contract management, procurement administration, legal aspects, strategic planning and resiliency. She participates in curriculum and course development. She has authored portions of text/work books used in public procurement courses. Barb served for many semesters as adjunct faculty for The Ohio State University. Currently Barb is a contract Instructor and consultant for NIGP, the Institute for Public Procurement.
Barb holds a master's degree in Public Administration in Finance, from The Ohio State University, John Glenn College of Public Affairs. She has achieved and maintained certifications such as the NIGP Certified Procurement Professional (NIGP-CPP) through NIGP. She also holds the Certified Professional Public Buyer (CPPB), and the Certified Public Procurement Officer (CPPO). through the Universal Public Procurement Certification Council (UPPCC.)
In 2021, Barb was honored to receive the Albert Hall Memorial Award for her Career Service dedicated to NIGP. In 2014, Barb was grateful to receive a Distinguished Service Award from NIGP, the Institute for Public Procurement. In 2008, Barb was recognized as the NIGP Manager of the Year.
Barb served on the NIGP Board of Directors, the NIGP Certification Commission, and Institute committees such as Governing, Finance, and Knowledge. She also served on the Editorial Board of the Journal of Public Procurement (JOPP.)
