Theresa Webb has 40+ years of experience in procurement with 18 of those years in the public sector and the past four years as a consultant to government procurement. Over her career, she has served in various capacities related to procurement and inventory management in retail, sporting goods, aerospace, chemical manufacturing, and government. She holds a Bachelor’s degree in Business Administration and a Master's degree in Business Management. She holds NIGP-CPP, CPPO, CPPB, and lifetime C.P.M., certifications.
Theresa is an NIGP Learning Leader (Instructor). She has served as chair of NIGP Accreditation Committee, on the NIGP Talent Council, the NIGP Member Council and as 2019 - 2020 President of the Florida Association of Public Procurement Officials (FAPPO). Theresa has also served on multiple teams creating NIGP coursework, on NIGP Best Practice Task Forces and served as President of the Tampa Bay Chapter of NIGP in 2014. Additionally, she has held leadership roles for the Airport Purchasing Group, Tampa Bay Purchasing Co-op, and ISM. Theresa received the NIGP National Buyer of the Year Award in 2013 and was the FAPPO 2012 Essay Contest Winner. Theresa has led training, workshops and webinars for numerous professional organizations and authored numerous articles on topics such as benchmarking, professionalism, negotiation, debriefing, and organizational sustainability. She is also a co-author of Strategic Sourcing in the Public Sector textbook published by Rutledge Publishing (NIGP Cornerstones of Public Procurement series).
