Provides overall management and oversight for central procurement office including three business areas: Contracts Division, Material Management Division and Procurement Support and Oversight Division, functioning as the chief operating officer for the department.
Lead legislative efforts for procurement issues. Prepare draft legislation, represent County on procurement to General Assembly; meet with legislators and provide testimony. Review all procurement related bills and prepare annual revisions to the Purchasing Resolution.
Prepare procurement policies and procedures to establish and maintain performance standards. Manage efforts and accomplishment of strategic plan objectives.
Coordinates departmental emergency operations / continuity of operations plans and response.
