Does anyone have a sample of audit services? Do you know if they are qualification based selection SOQ or request for proposals with price?

I am working on an audit services contract here in Maryland, and since we are not innovating anything, we are approaching it as what our regs call a multi-step invitation for bids. I can share what I have if you want to see what we are trying to do.
